EU Member States back Chips Act 2.0

The Semicon Coalition, made up of all 27 EU Member States, has called for a stronger Chips Act 2.0 to reinforce Europe’s position in the global semiconductor supply chain. The joint declaration stresses the need for a reinforced Chips Act that reduces vulnerabilities and captures new technological opportunities.

Towards a Chips Act 2.0
The Member States emphasized that semiconductors remain the backbone of the digital economy, powering applications from automotive and telecoms to healthcare, defense, and AI. The declaration highlights the need for coordinated European action to secure supply chains and reinforce leadership in chip design, manufacturing, and innovation.
“The Declaration sets out the ambition for a Chips Act 2.0, recognising the need for Europe to act boldly to address vulnerabilities, seize technological opportunities, and build a resilient semiconductor ecosystem that underpins Europe’s prosperity, resilience, and technological indispensability,” the coalition said.
The push comes amid ongoing concerns about global supply chain fragility and the race to secure advanced manufacturing capacity, an area where the EU still lags behind Asia and the US.
Commission launches consultation
The European Commission has already begun reviewing the current Chips Act, opening a public consultation on September 5, 2025. The consultation invites input from across the semiconductor value chain on how the policy is performing and how it could be strengthened.
Feedback will remain open for 12 weeks on the Commission’s “Have Your Say” portal. The responses will shape the Commission’s evaluation report and guide a future revision of the Chips Act.
For Europe’s semiconductor industry, the next few months could define the direction of policy support and investment for years to come.
