 
                                    European Commission launches new AI strategies for science and industry
The European Commission has unveiled two major AI strategies in Europe — the Apply AI Strategy and the AI in Science Strategy — aimed at accelerating Artificial Intelligence (AI) adoption across European industry, the public sector, and scientific research. Together, these European AI plans mark a critical move to strengthen Europe’s technological edge and global AI leadership.
For eeNews Europe readers, this marks a significant development: both strategies promise to boost Europe’s technology and industrial base, create new opportunities for AI hardware and software suppliers, and reinforce Europe’s competitiveness in key sectors like semiconductors, energy, and advanced manufacturing.
Driving AI adoption across industry
The Apply AI Strategy targets widespread AI uptake across strategic sectors — from healthcare and energy to mobility, manufacturing, and defence — while supporting SMEs in integrating AI into their operations. The Commission plans to mobilize around €1 billion to fund initiatives such as AI-powered healthcare screening centers and frontier models tailored for sectors like pharmaceuticals and the environment.
Ursula von der Leyen, President of the European Commission, stated: “I want the future of AI to be made in Europe. Because when AI is used, we can find smarter, faster, and more affordable solutions. AI adoption needs to be widespread, and with these strategies, we will help speed up the process. Putting AI first also means putting safety first.”
The strategy also introduces cross-cutting measures to accelerate time-to-market by linking data, infrastructure, and testing facilities while strengthening Europe’s AI-ready workforce. A new Apply AI Alliance will coordinate efforts among industry, academia, and civil society, and an AI Observatory will track trends and impacts.
The European Commission will renew and expand the European Digital Innovation Hubs network into “Experience Centres for AI,” giving companies direct access to expertise and tools to test and deploy AI solutions.
Powering scientific breakthroughs with AI
Running in parallel, the AI in Science Strategy focuses on using AI to drive European research and innovation. Central to this effort is RAISE — the Resource for AI Science in Europe — a virtual institute that pools resources and expertise to advance AI-driven science.
Strategic actions include €58 million for Networks of Excellence and Doctoral Networks to attract top global AI talent, and €600 million from Horizon Europe to enhance computational access for researchers and startups. The Commission aims to double Horizon Europe’s annual AI investments to over €3 billion, with a significant portion dedicated to AI in science.
To ensure data access and quality, the Commission will present a Data Union Strategy later this month to align data policies with business and research needs. The upcoming AI in Science Summit in Copenhagen (November 3–4, 2025) will officially launch key initiatives, including RAISE and a private sector pledging campaign.
Together, the two strategies mark a major leap toward Europe’s ambition of becoming a global hub for safe, innovative, and industrially relevant AI — a development that will directly impact the continent’s tech ecosystem and its competitive position in the global AI race.
