Swan opens his letter by congratulating Biden and Vice President Elect, Kamala Harris, on their election win. But further down a paragraph tries to link Biden’s in-coming administration to a policy of the outgoing one, by saying: “Your planned investment in American-made goods is critical to US innovation and technology leadership.”

The key sentence follows: “A national manufacturing strategy, including investment by the U.S. government in the domestic semiconductor industry, is critical to ensure American companies compete on a level playing field and lead the next generation of innovative technology.”

Swan packs his letter with the benefits a vibrant US semiconductor sector and digital infrastructure can bring; including helping against the challenges posed by the Covid-19 pandemic. He also asserts that a well-educated national workforce with a background and capability in technology is the best way for the US to lead the world in technological innovation and ties that to keeping the H1B-visa immigration channel open.

Swan also makes the point that Intel has made gender and racial equity a top priority with the goal of doubling the number of woman and underrepresented minorities in senior management roles.
