Mounties make arrests over China exports
The RCMP was called in and began “Project OSensor” as a result of a complaint early in 2014 by Teledyne Dalsa related to a suspected breach of Canadian controlled goods and export laws.
The RCMP allege that four people – Arthur Xin Pang, Binqiao Li, Nick Tasker and Hugh Ciao – were involved in Chinese contracts to design and develop controlled goods intended for space satellites. The RCMP state that Li and Pang have been arrested while Tasker is in the United Kingdom and Ciao is in China.
Pang and Li were scheduled to appear for a bail hearing in court in Kitchener, Ontario on February 29. Arrest warrants have been issued for Tasker and Ciao. The investigation continues and additional charges are expected
According to LinkedIn Li is a CMOS sensor engineer with Teledyne Dalsa and Pang is a former sales manager with Teledyne Dalsa. According to his LinkedIn biography worked for Dalsa as a marketing manager back in 2002 and 2003. Ciao is listed as R&D director of Global Precision Imaging Inc., a company reportedly set up with Pang. The company’s purpose was to create microelectronics to “enhance space satellite camera technology,” the RCMP said in a statement.
