Tweet first, than make a statement – IEEE goes the full circle on Huawei restrictions

The IEEE tweet that Huawei employees no longer could participate as peer reviewers and editors in the publication process created quite a steer in the engineering community. ‘How could an international community lean so easy an ear to the US Export Administration Regulations? Why not wait with that statement until more information was available? Shame!’, where among the reactions.

In a ‘statement update’ the IEEE (June 2nd, 2019) explains that the ‘initial, more restrictive approach was motivated solely by our desire to protect our volunteers and our members from legal risk.’ Also from the statement: ‘The IEEE has received the requested clarification from the U.S. Department of Commerce on the applicability of these export control restrictions to IEEE’s publication activities. Based on this new information, employees of Huawei and its affiliates may participate as peer reviewers and editors in our publication process. All IEEE members, regardless of employer, can continue to participate in all of the activities of the IEEE.’

What exactly the requested clarification of the US Department of Commerce implied is not clear and cannot be traced back on the website of the US Commerce department either.
